RESOLUTION OF THE BOARD OF SUPERVISORS, COUNTY OF HALIFAX, VIRGINIA, REGARDING ENCOURAGEMENT OF THE PRESERVATION OF CLARKTON BRIDGE

The Board of Supervisors agreed to accommodate a last minute request for a presentation by The Honorable W. W. Bennett, Jr., former member of the Virginia House of Delegates, regarding the announced demolition of the Clarkton Bridge by the Virginia Department of Transportation (VDOT).

Prior to the comments from The Honorable W. W. Bennett, Jr., Chairman Fitzgerald explained that the Halifax County Board of Supervisors has been on record for years in support of the preservation of the Clarkton Bridge. Mr. Bennett thanked the Board for its past support. However, he requested the Board support the June 17, resolution adopted by the Industrial Development Authority of Halifax County, Virginia (IDA) seeking a reprieve from demolition. A copy of the IDA resolution was first presented to the Board of Supervisors at the June 21 Board of Supervisors meeting and is filed with the records of this meeting. The IDA proposes a regional authority in cooperation with Charlotte County to own, operate and preserve the bridge for public purposes. Mr. Bennett reported that the Chairman of the Industrial Development Authority of Charlotte County, Virginia has endorsed the joint authority. Mr. Jack Dunavant, a member of the IDA Board of Directors, Mr. Doug Powell and Mr. Al Vaughan made supporting comments. Mr. Dunavant, a professional civil engineer, advised that his interpretation of the most recent VDOT engineering evaluation of the bridge supported pedestrian use with minimal maintenance cost for another century. Mr. Powell reported that, according to senior VDOT officials, the demolition decision by VDOT is directly associated with the lack of appropriation of funds for maintenance of the bridge by the Charlotte and Halifax County Boards of Supervisors. Supervisor Abbott advised that Charlotte County officials have expressed strong support for funding the bridge preservation.

Supervisor R. E. Abbott moved, and a second was made by Supervisor L. T. Nunn, that the Board of Supervisors match up to $20,000 from Charlotte County toward creation of an authority for the preservation of the Clarkton Bridge and support creation of such authority on a joint basis with Charlotte County.

A substitute motion was made by Supervisor D. V. Bowman, requesting the Commonwealth of Virginia give a forty-five day reprieve on the bridge demolition in support of the IDA resolution, to allow further deliberation of the bridge preservation. After considerable discussion, Supervisor Bowman withdrew his motion in favor of the following motion:

It was moved by Supervisor R. E. Abbott, seconded by Supervisor L. T. Nunn, and carried:

That the Board of Supervisors match up to $20,000 from Charlotte County toward creation of an authority for the preservation of the Clarkton Bridge; and

That the Board of Supervisors does support creation of such authority on a joint basis with Charlotte County, which proposal is to be deliberated over the next forty five days, if such reprieve is granted by the Virginia Department of Transportation.

VOTING YES: R. E. Abbott; W. I. Fitzgerald; D. V. Bowman; J. E. Edmunds, II; R. D. Vaughan; L. T. Nunn; and W. B. Claiborne
